“ 二轨外交 ”是从外交行为实践主体的角度对外交进行的分类。它是一种特殊的非官方外交，如果把G间的官方渠道定义为“第一轨外交”、官方外交，则“二轨外交”是指运用非官方人物，包括学者、退休官员、公共人物、社会活动家、非G组织等多种渠道进行交流，通过民间友好往来加强相互信任，待氛围成熟后，进一步将民间成果和经验向官方外交的轨道转化，从而推动真正影响大局的“一轨外交”的顺利进行。“二轨外交”最早由美国前外交官蒙特维尔1982年提出。
